All Muslims must follow the laws of the land except if the fard is forbidden or the haraam required. Polygamy does not fall under either of these! Polygamy is NOT a requirement of Islam! Polygamous husbands should be prosecuted and second wives should be sued for Alienation of Affection. Polygamy is not marriage between consenting adults; how many first wives willingly agree to it? Any supposed benefits of polygamy are more than wiped out by the damage it does to the first wife, the children (especially) and by causing fitna in society.
